Dallas County Health employees accused of falsifying records

He declined to answer questions in the wake of a troubling revelation by state officials. The head of his sexually transmitted disease division was allegedly directing employees to enter false information into a state database in order to access federal dollars.
I just broke out that little bit there to show the mindset of bureaucrats.Everything that DC touches becomes a cesspool of graft even county health departments.
Can anybody explain to me why we have to send money to DC just to have them send it back conditionally.I don't understand it.
I guess people like huge inefficiencies and wasted money.
Not me I have a giant headache from the veins bulging in my head.
